Las Salinas

Why is it always rain on me when I'm coming back from Las Salinas beach? Every time I'm going west from Santo Domingo, it is rain on my way back. The road is hard enough do drive even without rain, it's a very narrow two lane road with lots of traffic. Apparently, works are under way to improve it, but right now it is terrible.
